Need help with some backend development on my laravel ph project

Hi guys i am creating a blog app in Laravel, i am fairly new to this framework and php development altogether and i have found myself stuck trying to configure the backend functions.

I would like someone that can help me with the following;

Extracting and decoding base64 strings and storing them into files on server

Php forms

Creating admins

Javascript
