Develop a web based shift allocation system

General information for the business: Care at home ser vices
Description of requirements/functionality: We require a shift allocation system.
Back end administrator can allocate shift to staff.
Staff can log in a view their own shift, and "available" shifts.
When available they can request the shift.
when they are allocated a shift, they should be able to "request handover" (and appears as available to every one else).
staff only to see their own shift. other people's shift will be shown as "booked".

There will be multiple areas - shown as a separate tab or link . generally 15 areas (or runs) .
admin should be able to add areas , users change passwords.,
