Creation of a basic iOS application

I’m looking for a simple iOS application to be created using the latest version of xcode.

Initially it will be very basic, however, this will be built on over time once I have identified the right person to complete the work.

The requirement is for a tabbed application that contains three screens (none of the screens need to do anything further at this stage), a common header across the app which contains a burger menu that overlays a menu on top of the current screen, again, this overlay doe not need to contain anything, however, it should overlay both the header and footer and occupy approximately 75% of the screen width. With this screen displayed, it should darken the area to the right and allow the user to click in this area to close the menu. A common footer should also be available across the app allowing the user to navigate at any time to any of the other sections.

I am looking for a fixed cost to create this along with a completion date, which needs to ideally be this week - the sooner the better
