I need mobile apps

* in my country we are going to have an update of the telephone numbers which will go from 8 to 10 digits, I would like to create an android and iphone application which will automatically update the numbers in our telephone directory, all the numbers starting with (07, 08,09,47,48,49,57,58,59,77,78,78,88,89) will have the prefix 07, those starting with (01,02,03,40,41; 42; 43; 50 ; 51,52,53,7,71,72,73) will take the prefix 01 for (05,04,06,55,54,56,64,65,66,74,75,76,84,85, 86,94,95,96) will take the prefix 05.

there are also numbers the telephone directory starting with +225 or 00225, it will also be necessary to update these numbers according to the 2 digits which come just after the +225 or 00225 for example 00225 47552121 will then become 00225 0747552121.
