I need a windows based rota making application

Kind of development: New program from scratch
Description of every module: I need a small application developed in any tool but should be run-able on any windows based computer. I have two excel sheets containing a staff list (Staff ID and other details of each staff member) and sites list (containing Site ID and other details).

I want a GUI (Graphical User Interface) based tool where I can assign any of the staff members uniquely to any one of the sites on date-by-date basis. With that, I want the fields where I can enter start-time, end-time, hours worked and rate per hours for each shift in the rota maker. In the output, I need following excel files

1) For each day, a list of Sites with staff assigned to them with start-times, end-times and other info i have put in staff list
2) For each staff, summary of the shifts done (with rate per hour for each shift) in the month and amount due.
Description of requirements/functionality: I want proper error and exception handling. Error should be shown in a console with probable cause
