Creation of a basic Android (Kotlin) application

I’m looking for a simple Android (Kotlin) application to be created using the latest version of Android Studio.

Initially it will be very basic and the reason for this is to gauge suitability of the developer as this will be an ongoing requirement. There is a current iOS application that exists which needs to be replicated in Android, which is the ultimate short term requirement, however, there are at least a further 3 phases currently being scoped that will also be awarded to the successful developer as long as all requirements are met.

This initial requirement is for a tabbed application that contains three screens (none of the screens need to do anything further at this stage), a common header across the app which contains a burger menu that overlays a menu on top of the current screen, again, this overlay doe not need to contain anything, however, it should overlay both the header and footer and occupy approximately 75% of the screen width. With this screen displayed, it should darken the area to the right and allow the user to click in this area to close the menu. A common footer should also be available across the app allowing the user to navigate at any time to any of the other sections.

I am looking for a fixed cost to create this along with an estimate of effort - the sooner this can be completed, the better, as I am looking to progress to further stages quickly.

It should be noted that I have begun to build this out myself as I have a development background (C#), so have an idea on what the figures/effort would look like, but simply don't have the time to progress when someone with an Android background will undoubtedly be able to progress this much quicker than I can.

Please note, I have deliberately set the budget low, this is not what I am expecting it to necessarily be done for, I am looking for you to provide details of effort and costs with your proposals.
