A community connect application based on users location

Description of requirements/features: My intention is creating an app which connects people around...it's kind of a messaging app but I have my own version in mind. I split requirements with multiple phases and here I am trying to develop 1st phase which is simple and no fancy UI features or crazy requirements. Developer wants to prove he can do what I am looking for that's why I am presenting a traditional chat like requirements first. Once I have a working phase 1 I will give out other phase requirements to that Developer.

Five pages I'm looking to developed are Sign In, Sign Up, User Profile, Online Users list, and Chat page with photo sharing.

Most important page out of these five pages is "User list/Users" page.
This page will show all login users who are from nearby locations (Sort by locations).
For example, User1 login from City1 and User2 login from City2 then User3 will see User1 and User2 sorted by their location with respect to User3's location. You can get location information either by users IP information or from any other source (latitude and longitude) but we need to know user city, state and country information. Because we want to show this information along with user name for all logged in users.

Let's assume I (user1) logged in from City1 and you (user2) logged in from City2 which is close to City1 and one another user (user3) logged in from City3 which is far from City1 but close to City2.
Assume User1 in page 2, he should see users list in the order as user2, user3.
Assume User2 in page 2, he should see users list in the order as user1, user3 or user3, user1 depend on how far they are from user2.
Assume User3 in page 2, he should see users list in the order as user2, user1.

Deliverable:

1. Full source code and other resources like images, fonts or anything that required for compiling and running application.
2. A document describes how to compile and install application on an Android phone.
3. Help me to setup application on my Android phone and test.
Specific technologies required: Android/Cross Platform/Hybrid development.
Extra notes:
We'll need to discuss about the platform application being developed. It can be either native/cross platform/hybrid.
