Quick fix outlook 365 preventing linking salesforce app

Trying to link sales force with Outlook 365 peronsal account . The Get Add-ins option is greyed out. I have watched videos on how to change this, but there is no admin function on my office 365 account to change the settings required. I dont know if this is because its a personal account. Cannot access the area with the screenshot attached to make the changes required.
The instructions are:
Sign into Office 365 with an admin account, then navigate to Admin center> Settings> Services> User owned Apps and Services as the fattached picture shows.
