MySQL/PHP setup & search capabilities

The website is under development but I need someone with MySQL/PHP expertise to configure the database and provide the search and management capabilities as described below:

1) to configure the database to store product details and customer information.
2) to enable featured products to be displayed on the home page for a duration managed by the database.
3) to provide the database search selectors (drop-down selectors) that return the results to summary pages and enable click through to a detail page.
4) to assist in the development of the web-based data-entry form to ensure the database uploads correctly.
5) to develop the capability for bulk uploads and ongoing management of customers portfolio.

More detailed information will be made available at the appropriate stage.

There are numerous web-sites which already have similar capabilities so I expect this will be familiar ground for an experienced developer. I am flexible to a phased approach whereby the above requirements can be delivered separately.
