    Is there any flexibility in your budget?

    It's extremely low for someone who knows about databases and what's required here

    There's a huge risk to you of breaking your site completely, please ensure you have backups in place and the ability to restore them should anything go wrong.

    I think you may be misunderstanding what's stored in the database and how it can be cleaned/reduced in size. Is your budget flexible at all? It's currently extremely low for any type of development work, especially messing with databases. Are you familiar with typical hourly rates for web developers? I'd suggest researching that before hiring a cheap offshore developer due to price :D
