Wordpress Support for Village web site

Description of every page/module: Our village uses Wordpress for a community web site. The template and plug-ins we use all work together, although when last trying to update the site there was obviously an issue with compatibility so we rolled back to the WP build version 3.9. Now WP is at 4.1.1 (I think) and we need to update the site to the latest version.

The task required is to recreate our site offline with the new WP version with latest copies of the various plug-ins we use - and maybe even content - correcting any conflicts between WP and plug-ins. Then upload the new copies onto the site. The objective being seamless update between the current WP version we're using and the latest.

Also, amend a sidebar widget to use icons - currently the widget has links to pages on the site within which we'd like to integrate (stock) icons. Make it look better/more prominent.

We're based near Oxford - someone relatively local preferred. Being a community web site it would be good to keep our small bit of spend local. Please quote - I've just stated a completely arbitrary budget figure as PPH doesn't allow this cell to be blank.
