Website design from scratch - forum/blog oriented

Description of requirements/features: At this stage I am looking to create a simple, yet sleek looking website that I can manage myself once it goes live (thinking of Wordpress but open to suggestions). The basic idea is to determine the level of captive parrot ownership in Spain and determine the issues that parrot owners face when looking after their birds.

The website is for market research purposes, I am not making any money from it, hence I have got a relatively modest budget for its development.

To start with, the website will feature a forum where users can log in and create threads/leave posts. I will provide the structure for the forum at the outset. I will need to capture certain information on users and be able to load it to evaluate for my market research purposes. The other part of the website will be articles/blog which will be constantly updated by myself.

If everything goes well, I would like the website to have an e-shop facility therefore I will need a recommendation and the justification for the choice of website builder that will enable this feature at a sensible cost. Also, the following features for the web host are a must:

- Mobile optimization
- SEO/Google analytics/Statistics
- Large image gallery free of charge (the images will be used for creating the website as well as future content management)
- Email
- Free domain
- As much storage and bandwidth as possible
- Ability to create another language version in addition to English
