League Database / Wordpress

Online league database with member login for Wordpress site.
Parent/child or hierarchy membership. Handler sign up then adds dog(s) as sub members and selects their leagues. Once logged in handlers will enter any competition results for each dog to appear in the league tables.
Required; Option to reset the leagues each year
Optional: Handlers will be required to pay for each league they enter, this can either be built in OR a payment reference generated on sign up of a new dog (which they can then use to pay elsewhere)

I am open to suggestions ref additional features. There is no off the shelf system that I can find to accommodate everything I need. The budget is slightly flexible and this is the first of 2 projects I will be commissioning.
