Build a Wordpress plugin OR script - relatively simple

I am looking for someone to build me a WordPress plugin and/or a standalone script that will count up from a particular event that happened, until the next time that event happens.

an exmaple I have made from basic HTML version of what I am looking for: wwww.hasmclarengotapenaltytoday.com

So in the front end I need just one single page with a big count up, a changable background image that fits full screen on desktop AND mobile. I will need social integration for twitter, facebook and instagram, as well as email subscription connected to services like mailchimp (and for WP can be used by any mail software plugin).

If possible I want people to be able to recieve FB notifcations when the event happens again.
I would also like a simple archive system where users can see all previous events (including a short description, image/video). and of course the obvious social sharing and other social viral features.
ability for users to comment using their social accounts, then receive updates on likes and replies.

for the backend I need:

the ability to set and update the count up timer
chnage the background image/video
set up social network integrations
add custom fields/text areas on the main page above and below the counter timer
email subscription management
stats
ad management (simple)
