JNI integration for the Chromium Compact Language Detector project
(http://code.google.com/p/chromium-compact-language-detector/),
allowing it to be used for language detection by Java programs.
The deliverable should be a modification of the Chromium Compact
Language Detector code (adding JNI details, & modifying the build
scripts if needed), with a Java class to allow it to be called.
You should also include a junit test that shows using the library
against some canned content.
The code should compile on Ubuntu Linux (v10.04 and above).
