I require a small application to be made for importing Excel files, and output CSV

General information for the business: Data import
Description of requirements/functionality: My client is looking for a very small utility, coding wise it shouldnt take very long (i am currently a coder but specialise more in gaming development).

Example what my client is looking for:

Initiation -
Customer has an excel file which has data populated in columns A -> H (could go past H)
In the excel file, i have added a formula in column L which is:
IF A2 = A1, then it will post the number 1 in cell L1
If the result does not meet the above condition, post "false" in L1
and so forth for each row.

For each row that has the number 1 in column L, i want it to delete everything in that row except row A. If the the row has "false" in column L, do nothing except delete "false".

For example:
If there is data populated from Cells A -> H for 1000 rows. Column L contains my formula.
IF cell L is 1, then delete information in cell B1->L1
IF cell L is "false", do not do anything, except delete the value "false".
Repeat for each row...

Output:

This is the tricky part.

I want the file to output in a CSV, or text file.

The output should be in the following way (using an example):

So after running the utility, you have 10 rows of information, 9 of which contained the value "1" in row L, so the information in those rows from B->L have been deleted. Those 9 rows now only have information in column A.

The information which had the value "false" in column L, there is still information in all its cells except the "false" value was deleted in row L.

so essentially, the output should be on a single line, like

A1 A2 A3 A4 ,A5 A6 A7 A8 A9 A10 B10 C10 D10 E10 F10 G10 H10....

If there is an exclamation mark anywhere, i.e. cell G10 had a value and an exclamation mark like "10!", then go onto next line.

Example:
A1,A2,A3,A4,A5,A6,A7,A8,A9,A10,B10,C10,D10,E10,F10,G10
H10.....

All this should be done in a single utility only. Coding can be done in any language of choice, hell, even a simple VB component would suffice which can be ran on each excel file provided, thus, it should be a simple a cheap peice of kit.

There are many clients in the UK that are chargine £40.00 for this utility as it can be coded within an hour, however we are looking for someone who is happy to do this at a slightly cheaper rate if possible.
