As a not-for-profit organization, we often work with suppliers who apply for our tenders. Our tenders can be all kind of things. We may need someone to whom we can outsource the teaching of specific skills to a group of people. Or it may be helping others finding a job that fits them better.
Applicants (= companies):

Every applicant is a company and every company has at least one contact person and one who’s a legal representative. Every company may have quality labels (like ISO certificates). For every company, some checks are done:
1/ Business ID number must be valid (fields: Validity ok; Verified On; Verified by)
2/ No social security debts outstanding (government certificate needed).
Fields: Date Certificate; Expiration Date; verified on; verified by
3/ No going concern problems (certificate needed).
Fields: Date Certificate; Expiration Date; verified on; verified by
4/ Other, not specified, checks may be done depending on the tender
Fields will always need to include: Date certificate; Expiration date; verified on; verified by (although not all those fields will necessarily be filled in, see the Business ID check).
Companies may work together to compete for tenders, or they may work alone. If they choose to work together with others, there are two possibilities:
- Only one company or every company is equal to each other (co-contractors)
- It’s a subcontract relationship
This is an important difference as if the co-contractors need to use the quality label of the subcontractor or his experience to fulfil a requirement (see later), a signed subcontractor contract is needed. If there’s a subcontractor, it should be clear by which partner of co-contractors he’s hired.
Tenders
------------
Tenders all have a name, an ID and different stages (typically two rounds and one “Best And Final Offer” round, but it may be five or more). After each round it should be marked whether an application is withheld or not.
Applicants may compete for all tenders, however for each tender they may only file two applications.
Depending on the tender, the requirements may vary. In any case, who chooses to compete (or his subcontractor, see above) must have a quality label (which one is defined by the tender). Other requirements may be prove of experience in field X or owning offices in region Y and Z. It isn’t necessary for (a group of) applicants to compete for every part of the tender. If they choose not to, they must grade each requirement in order of what they want the most.
Example: a tender that requires teaching skills in woodworking and skills in mechanics. Applicants may grade the mechanic skills as the one they want to teach the most.
