Monetizing YouTube and deleting disabled AdSense account

I have had an AdSense account linked to my website for 6 years and have never had any problems or violations. It is currently running and collecting revenue without trouble.
About 3 years ago, I started a YouTube channel with a different Google account. When I chose to monetize the YouTube account, it automatically created a new AdSense account to match the new Google account (effectively creating two accounts total).
My YT monetization has been disabled ever since due to an AdSense violation (apparently you are not allowed to have two accounts). I have tried to delete the redundant AdSense account, but don't have access to do so since it's disabled. I also don't have the ability to switch my YT over to my first, and fully functioning AdSense account.
I have found zero help desk resources for this situation and have not been able to find any other type of support from Google. I have approximately 27k subscribers and 1.4M watch minutes on my channel. I more than meet the minimum requirements to become a partner. I have never had any sort of violations or done anything against TOS. I have a legitimate website and YT channel with innocent content. It's very upsetting that I cannot monetize.
