    You can only accomplish this if you have video recording of the person then edit the audio and arrange the words to what you want that person to say.

    Please could you clarify what it is you're asking for? Pitch is not the only characteristic of a voice, so just re-tuning a recording won't make it sound like a different person.

    I mean I am not into audio so much, in easy words , I need to change the song vocals to a celebrity voice, by changing the pitch and other stuff .

    Okay. I would suggest that this is not possible, and that you might do better looking for someone who can do an impression of the celebrity in question and re-record the audio. It will be a lot quicker and get much better results.
