Mobile app

i represent a charity NGO , and i want to ask you some questions :
- can you do mobile app development with Arabic lang as a UX Front for the app .
- is it doable to put all the ways to donate to the charity in the app like visa , paypal account numbers , sms messages .
- can we have a multi users levels with privileges in the app . ex, if some donor would like us to collect used furniture from his home , could he send us his current location by gps then an admin account forward the location to one of the drivers and check if the mission accomplished ?
ummm i have to much questions in my mind ..
the most important ones ... the nearly coast ... time frame to do it :)
