This has more to do with customer perception, positioning and tone of voice.
The idea is to establish the remainder of the overall brand identity, extending from the visuals established.
The end points would be web/mobile/email and condensed comms such as SMS/Chat.
Also keep in mind Social / Radio / TV.

What is the service or product (sector) you are needing this work for? Makes a massive difference to the approach .
Peter do you want research with customers or potential customers? Then to formulate the brand identity, guidelines, tone and values? Understanding your expectations will help to provide a bid.Peter V.03 May 2017
I think that is ultimately the intent yes, how the research is done would be up for debate. In the past we did desk research to work out what they say by proxy. Sites like trustpilot is also useful to gain insights into how customers perceive the competition and find differentiation approaches.Melanie B.03 May 2017
Thanks Peter for the clarification on this matter.
can you explain in more clear way what ectually you want?
It would be easier if you decided in more granular fashion how much content or interaction with potential customers you require. This would also require an understanding of the products or services that you're selling and to what target market or customer segment. Some indication of timescale/preferred budget or approx range of spend available.
At the moment the brief reads like an exam question with half the question missing!Peter V.03 May 2017
Yes half the question is missing, as the idea is that a person capable would be able to articulate the response in terms of the desired outcomes. Which in this case is to establish a brand, based on some early thinking. As with most things it is a process of refinement, for which there is more than one approach. If you have experience in this field you would comfortable suggesting an approach with indicative timelines and costs, and be prepared to have a follow-up conversation.Francis E.03 May 2017
Engagement is entirely different depending on customer type + industry.
What you can allocate is quite different too if you are the local cab company or Uber..
