I need a Ad Word Ad Group Created

I currently have an adwords account. It didnt work very well. So I am slowly looking to create a campaign full of ad groups based on products on my website. As I want to create this slowly, I only require an Ad Group created and added to the master Campaign. (Unless you believe it better to have campaigns instead of groups)

All the targeted words in the group will need to be researched,
I only have low monthly budget.
I am looking to generate sales with this group. If this group generates sales, then I will need more groups. So providing it is successful then it could lead to extra work.

The group will be aiming to sell personalised gifts for Father's Day. So the main focus of the group will be around gifts and father's day.
