Marketing help

We are small boutique company that builds web sites for UK garages, currently we have 420 garages as clients, but there are 40,000 out these so still plenty of scope to grow. Within the company we have no real Marketing experiences so what are we looking for?
1. When we come up with new promotional idea need someone with real marketing experience to own and drive that initiative.
2. To review existing promotional material what we have already produced and give us feedback for improvements.
3. Look at our market “ The independent Garages” and come up with range of ideas to help us facilitate an accelerated growth plan.
Ideally like someone who may have experience in the garage industry but not essential. We don’t know how much time we would need from a Marketer so would have to proceed under an agreed hourly rate.
Would be great if you were in commuting distance to our office in Harrogate , but not essential.
