Design banners for home page

We are looking for experienced, creative individual to design the home page banners for our e-commerce website on regular basis. This is a group website for clothes, shoes and accessories.The front page is the first thing the user sees so it must be eye caching, impressive and coordinated with a given topic.
Please see the attached document explaining a little more about the work and how often it needs to be done.

We looking for someone quick, reliable and easy to work with who can turn around what we need nice and quick . The payment agreed will be on monthly basis
