Make image into a vector

I have this image of a dashboard, I need it to be converted into a vector and imported into photoshop
I would like all of the needles to be on individual layers, all the red, yellow, green and blue warning boxes to be on individual layers from one another and each set of gauge graphics on an individual layer, eg mph, temp fuel...

the background layer will be the black background with the white gauge dividing lines and the DMC logo
