Make a templates made from jpg

Design details: i have an image that i have scanned to jpg.
I need the image to be converted to something i can edit on photoshop or publisher.
The template needs to have 6 of the images on it so that there are 6 of them on a 8.5 x 11 sheet.

My intention is to have this set up so i can make changes and print out and cut myself to make little flyers i can hand out.

i need the background to be white and the text / image to be black

i have a total of 6 coupons that need to be completed.

please complete one and get it approved from me first....if all is well then we will do the others.
i will supply a zip folder of the remaining 5 once the first one is completed.
