Complete Graphic Design For Business Card Template (ready it for printer)

Complete a small project design for a 2.X3.5 color front and back business card prior to sending to our printer. We may wish to add a website address that does not currently appear on our template. It is part way completed. Photoshop/CS5/Dreamweaver used to date, but we are stuck and need completed immediately. Right now we only can show in PDF for an idea as to what we're trying to do. Can it be easily converted from a pdf sent to the freelancer? Our graphic designer cannot complete. We are happy to pay a bit of a premium to get this project completed ASAP.
