Children's Award Certificate

Design details: Hi, I'm looking for someone to design a Martial Arts Award Certificate for children.
Each child grading and gaining a new belt receives a certificate.
I need two versions of the same certificate and I already have two cartoon characters (one for each version) which I would like to feature in the certificate. I also need a digital signature to be added at the bottom and a couple of logos I will be providing.
I will also provide a list of fields which have to be included in the certificate. Fields to be left empty as I will be printing Certificates in bulk and handwriting details for each child.

I don't have a specific design in mind so any proposals are welcome.

Deadline is 31 August 2016.

Ideas for the visual style: Cartoon-based but bearing in mind that it's an official certificate and not a kindergarten kind of certificate
Where the design will be used: Handed to each child who receives a new belt
