Fantasy concept art

Hello, I have the drawing skills of a nat and am looking for someone to draw some fantasy concept art for me if at all possible. I would like to see this elf wearing the clothing on the secondary attachment, with the back drop being Seattle and wielding a pistol. The chest holster would be worn under the coat, but over the top. The dagger and sheath on the thigh worn over the tight leather pants, under the top, but accessible via the thigh slits in the top on the opposite side of the body as the pistol. Please let me know if this is possible and if it is how much it would cost to complete it. Thank you so much.
