I need a design for my "bachelor party bingo" t-shirt

I have a concept of bachelor party bingo that I would like to put on a t-shirt. I would send you the basic concept and you would turn it into a nicer design, which would go on the shirt. The concept is something like this: http://imgur.com/Gfqti1Z but it would say "bachelor part bingo" above it.

Please give me a project-based price for this project.
