Design of pillars in undercroft to support block of flats

I posted this job before but didn't get any appropriate responses.
People assume I want final accurate provable figures for columns placement and cross-section etc. So they were quoting excessively large amounts of money.
That's not what I want. The design of the overall block of flats could still change and so I don't want final figures - just good approximations.
Then I posted it again but I confused people. Let me be clear. This is a structural engineering job. It is not a CAD job and it is not a 3d rendering job. You need to either a) know structural engineering or b) have been an architect on enough multi-storey reinforced concrete structures that you know how to do columns pretty instinctively.
I want to spend £150 having someone who know about this area give me some approximate common-sense positions and first approximation cross-section dimensions.
Please let me know if you can do this.
The block of flat has 5 storeys. The undercroft ground floor is only for parking and car access and supporting columns etc. Above that are 4 storeys of flats : a total of 23 flats. We only need columns on the ground floor.
