Addition of measurements dxf files output as pdf

Attached are pdf and dxf of a marker I have done of all the pattern pieces. The 3rd file is something done for us by a design house where for each piece they show how many there are in the a pattern and all the measurements of each piece. This is what I am after . I know it can be done by hand, but that will be very time consuming so wondering if this is something any software can do automatically? I think the guys we used before used CADZ (Zund software?)
We are trying to communicate with our manufacturer in Asia so having clear pdf would make it much easier. They are not using a CNC cutter so a "paper" (pdf) representation would make life a lot easier.
we have quite a lot of patterns to do like this. If you are interested maybe you can do one of the curve pieces to show your potential output?
I have had lots of responses, but most people are proposing some kind of manual method which is going to be far too expensive as the cost would quickly be better spent on my own software solution. some people don't seem to be able to read the dxf file, but other can. Doing this manfully will only generate 4-5 pieces per hour, whereas an automatic process will be a fraction of that. Maybe this isn't possible as software does not exist.
For all the people who contacted me please contact me again if you can
1. Import the objects from the provided dxf WITHOPUT manual intervention and read the dimensions
2. Take one piece and generate the view with the dimensions as per the example, to show you can do this automatically.

Mike A.19 Dec 2020we are hoping between AI, zund, Gerber, automarker!!! different sub contractors all using different software. i believe the guys using Zund were able to create these dimension drawings automatically. Sadly they didn't do the work on this project and have packed up for Xmas. I can wait until they come bac in January, but was hoping someone could do this with little manual effort so it was cheap. I was hoping to get the output as pdf (so idiots like me can read it) and some general dxf format our Asia manufacturers can read into their plotter. I am not a design guy I'm the money/ops guy and didn't appreciate all dxf files are not the same. Our Asia guys are NOT using a CNC machine, but don't know what CAD software they use. So i dont care what software you use as long as it my dxf in a general dxf out plus pdf
