Animating a van to look like it's moving on a road

I have a van which needs animating to look as though it is moving along a road, ideally as a gif, but a movie file would also be useful too.

I can provide a photo of the image from a display in school. I would like it to look like the van is moving on a rolling road, perhaps with occasional bobbing up and down to make it a little more realistic! A sunny background would be nice, but not essential - if not, I'd like the image to have a transparent background (if possible). It will be used on our school website and on display screens around school.

Money is not massive for the project, being a school things are tight, so the price offered is pretty much all we can stretch to. If this is unrealistic, please let me know and I can negotiate with members of staff for a reasonable price.

Ideally, I'd like this project to be completed in the next couple of weeks, although there is no real deadline.
