PDF to excel conversion and data entry

Step 1) Using https://www.freepdfconvert.com/pdf-excel you will convert the 1983, 1987, and 1991 voting participation charts in the PDFs to excel format. Convert 1 pdf at a time. (see the 1979 voting participation PDF and the 1917 voting participation excel sheet as an example of a successful conversion) The convertor is not perfect but that is okay. I am prizing timely delivery over accuracy. Just look our for when obvious mistakes are made like numbers being converted to letters or commas being reinterpreted as decimal points!
Step 2) Once a chart is converted to an excel file you use paste special and transpose to put the voting participation data into the master list ("mayoral election participation over time"). I have done the first one for you. See Mayoral Election Participation over time to see how I used the data from the converted excel file to fill out the data).

Since I can only upload 3 files, I will send the files we will work on when we connect. Overall, this task may take somewhere between 2 to 4 hours depending on your speed.
