Legal paper delivery to maidstone court

Maidstone court do not want to either accept or refuse my application for my claim against Kent Police to be transferred to another court. The court do no like to use e mails and it takes sometimes three weeks (so they say) for a letter to arrive. It seems the maidstone court judge is pleading that he cannot understand english. So I want someone who lives near maidstone court to receive my legal papers via e mail and then deliver them to the court by hand. Provided the deliverer can get a signature stating the papers arrived then I will pay 20gbp if you can get an itemised receipt of the papers you deliver the payment goes to 40gbp. If you can get a receipt stating all my papers are in order and the judge understands said papers and will either accept or reject the application for change of court then the payment becomes 100gbp.
