Deliver leaflets in London, UK - legal advice needed

I am trying to deliver leaflets for my business in London, in gated and portered, over 10 floors high buildings.
The problem is that in 90% of the cases the porters do not grant me access to put leaflets in residents letter boxes on the following reasons:
- it is junk mail and residents don't want it,
- it's private property and I am trespassing,
- I am simply not allowed to do this if the residents didn't expressly requested my promotional leaflets.
However, Royal Mail does it every day. Why could I not register a mail delivery company like Royal Mail ?
Is it legal to do the following:
1. incorporate a company for the purpose of delivering marketing materials - Go-GO Delivery Limited
2. take each flyer and put it into an envelope
3. each envelope will written with the address to which it has to be delivered, basically it will be addressed mail.
*example To: Legal Occupier

4. I will then go and tell the building porter that I am doing mail delivery ( will this be classed as mail delivery?)
Must they grant me access to deliver the letters now basing on the fact that I am a registered mail company and I deliver addressed mail.
Putting leaflets in an addressed envelope makes it mail? Does it mean now I am entitled to drop it in letter boxes according to the address written on letter?
Please advise an effective way around this as delivering through Roayal Mail is prohibitively expensive.
