Access MongoDB 3.6 from another PC on my network

I am looking for someone who has experience with MongoDB 3.6. I mention this as things changed in 3.6. I am not an expert programmer, repeat I am NOT an expert. If you understand MongoDB 3.6, then here’s what I am trying to do;
1. I am trying to access my MongoDB from another PC on my network.
2. That’s not possible, because in MongoDB 3.6, the instance is only accessible via localhost.
3. I thought I would learn how to fix this through searching on google. But, every search has given me different instructions, about how to bind the MongoDB instance to the IP address of my physical network card.
4. But the instructions tell me to access the mongod.conf file, but I cannot find it. Apparently I might be using a .init script. But I cannot find that either.
I have MongoDB installed on a Windows 10 laptop. All, I want to do is enable access from a different PC on my home network. I’ll worry about external access, and security later.
Please ONLY CONTACT ME if you know about MongoDB 3.6, and know how to do this. I know it looks real easy when you check google, and I have done that a lot. Nothing works.
