Web page creator (CSS JavaScript HTML)

I am looking for a candidate who can take a layerd PSD and cut it up into a single HTML page & prepare it to be sent out as an e-mailer using a serivce called MailChimp.

We have a large number of clients who are using us to design their electronic marketing & as a result have an overwhelming ammount of work to complete.

i have attached final two drafts of the artwork (as JPEG at this stage).

I am just wanting this cutting & coding.
