Web based training platform

Our company places temporary workers whom need to complete an online training course. We have been training our temps through an outsourcing company but in an effort to improve our service and reduce costs, we have decided to instruct a project to build our own website. The type of online training typically will involve instruction on how to perform a certain task (eg. hygiene in the workplace or manual handling etc.) followed by a number of questions on that subject. In our current outsourced site, each page has an illustration of a person performing a task. Each temporary worker will have to have a log in order to prove to us that they have started and completed the course and upon completion, a certificate will be available to download through a secure login at our company. Content will have to be written so in effect there are 3 parts to this project:
1) I will provide the course menu and the content will have to be written according to that menu
2) Illustrations will have to be drawn to example the course content
3) The website will have to be created to incorporate the above.
