Umbraco rewrite rules required

I require some rewrite rules creating for an Umbraco website we have. I need someone with experience of writing rules specifically for the UrlRewriting.config used inside of Umbraco.

The rules we require are:

1) Non www domain redirected to www
2) Redirect from old URL's (non Umbraco site written in php) to new URL's (.aspx) in Umbraco.

I do not want rules written for .htaccess or any other rewrite engines.

I cannot give access to the live site, so the contractor needs to be able to test the rules on their own system.
