Startup site - android community, consumer reviews

I am starting a web site for android apps, linking developers with each other and of course with consumers. It will be a fairly small site to start with but is intended to generate a lot of user content, adding further functions over time.
Optimising SEO through every stage of the build, I need someone skilled in web technologies to write the pages and functions of this site. (No tech spec attached at this stage as it's a speculative start-up so I don't want someone else getting in first!)
I anticipate using tools that are currently free and widespread (e.g. PHP/MySQL) but sufficiently secure, maintainable and scalable to support significant growth if the website is very successful.
This is an exciting opportunity to have creative involvement in an area with potential massive growth (therefore potential repeat business) and to help provide something useful for the development community and consumers alike. You would be working with someone with over a decade's software development experience, so hopefully none of the usual "client" issues (changing requirements etc.!).
To learn more, and to begin discussion on the likely size of the initial job, please let me know your hourly rate and relevant experience - including which aspects you have been responsible for on previous jobs (e.g. user interface design, user interface creation, functional logic creation, DB design, content management, security, SEO), and links to some of those jobs you've worked on if available.
I will not be working on this full time myself so this could suit someone who wanted to spend a few extra hours a week doing something as much as someone going at it full tilt; I'm also flexible on start date for the right person but would ideally like to get something built, tested and published before January so would like to get cracking reasonably soon.
