Recruitment DB

We have complete outline of improvements and modifications for our current recruitment package.
the DB we currently use is is access based, the new DB will be in PHP and Html5 front end and back end in MySQL as we feel this will be a more suitable platform for our requirements.
if you are interested in this project and have excellent skills good spoken ENGLISH and will verbally communicate with me daily via Skype to deliver a world class and marketable package please get in contact.
we would consider hourly for the right person but would prefer a fixed price for the project.

price?
how you intend to do the project?
duration to a testable Beta version?
how long you allocate for testing beta?
if you charge for fixing faults?
the time frame you will take to complete the project?
a list of concise questions?
