Mobile/online game app

I'm looking to possibly get a game made for the mobile and online market. The game can be anything addictive that has a points system, the idea is people would pay a small fee to play the game, they have to amount as many points as possible. The game would run every month and the person with the most points at the end of the month will get a percentage of the fee paid by everyone who played.

we would need to be able to collect the fee (PayPal possibly) or sms payments, have a leader board so people can see who's in the lead and know what score to beat. Also, we would need to display the prize fund to be won at the end of each game. (this would be a percentage of the fee paid by people playing the game) this would rise every time someone pays and plays. A countdown clock to show when the game close's is also a must.

I run an activity centre in Florida and give kids the chance to do various activities during their stay, it would be great if the game was based on these activities. This game needs to be addictive so we can generate profits for the running of our centre. Would even consider a profit share with developer to keep the initial cost down ?
