I need an app to capture a single drawing with contact details for an exhibition.

Description of every module: Need drawing program app -
1) randomly show 5 previously captured images, then show home screen for 10 secs, then repeat (until home screen 'started')
2) home screen giving brief T&C's, with 'start' button, which also confirms acceptance of T&Cs
3) visitor draws round their hand using touch screen
4) visitor clicks to 'save' or 'redraw'
5) on 'save' visitor to enter fields: (A*)first name / (B*)surname/ (C)email address and/or (D)twitter name. Fields A+B are required, either field C or D required, but can accept both.
6) on 'submit' - sends saved image to visitor's email (if entered) and to organisers
7) 'thank you' screen message
8) revert to start of process
Description of requirements/functionality: See above.
• Also requires exhibition brand as part of frame on screen
• Need a 'settings' area, code-protected, but then to be hidden (so can be set by administrator on site, but then hidden from visitors access - could it be set when entering coded passwords into the fields section?)
• Needs to operate across more than one device - may have 6 screens for use in exhibition - but all need to feed to same central storage database
CMS and Admin requirements: Require to set up the following:
1) browse computer to set location of dropbox folder for storage of images
2) capture of fields into database, to include a location of the exhibition each is captured from (this will be set as a start/end date)
3) to randomly select one image per 24 hour period of those entered in that period, post to organiser's twitter account with pre-set message, including their twitter name in message
4) to change frequency rate of above function - 1 per 24 hrs / week / stop process
5) option to post selected image direct on existing wordpress site in side bar, with same pre-set message, showing twitter identifier, etc. To show upto 10 images on loop, but refresh to latest to match frequency set above.
6) to count number of input images, in a similar way to web stats - by day, time, location etc

Extra notes: This is for a specific museum project. They are a charity, there's really not much budget!
