Custom Photo Rating Script - PHP / MySQL also PSD

I need a custom Photo Rating Script, Users Register, upload and share, all users can manage their uploads and can add custom meta title/description, Can Also see the total number of unique visits / hits.
Can Also add tags(keywords)

Anyone can Rate their image, 1 - 10 stars.(guests or registered users)
Would like people to be able to leave a comment, anonymous/registered users/facebook connect etc.

Will need Sharing Options at the bottom of every \'Shared Link\'
(When a user uploads an image, they are provided a share link to that image)

Will need Tables for Highest Rated Image, and Highest Rated User.
Will need to know the location of each user and some other forms, (more info via PM)

I dont want there to be a random picture shown at the homepage, everything is shared privately.

Will need a search engine(more explained via PM)
Will need a right side bar/ left side bar, and footer and header, for advertisement placements for all shared links.
Will also need a Report Button on every shared link

I have created a PSD, and would like it to be coded into the design.

I will need an admin Panel to manage everything;
Users -(Add/Edit/Ban/Suspend/Warn)
Uploads
Traffic Stats
Advertisements(Something simple, such as adding a banner with a link, for each placement(left/right side bar, footer/header)

Would Also like it so users can receive private messages, and if they want an external link to be shown, it will cost.

My Budget is £150 I need this done this week.
