Bidding site (using elements of existing site)

Hi,

I am looking for a php/MySQL/SEO expert with a small element of design flair that has the ability to copy elements of an existing website that I own.
Employ this as the foundation in order to create a new website. Concept is very simple allow people to signup via acquisition pages and site to become a member. Once a member they will be allocated a bidding allowance per week. Something like:
Madbid.co.uk
www.ziinga.com


Requirement
To copy and alter specific parts of my existing site and apply it to 4 new domains.


I would like to keep the layout of the site. Possibly making some very minor changes to improve to make more dynamic

CMS (to create new acquisition campaigns, reporting bid entitlement and add new bid products)
Acquisition campaign page types
Membership with member interface
SMS messaging
Paypal integrated



New
Bid allocation within CMS for new and existing members
Add an automated winner identification in CMS
Amend products to have a timer and expiry date
Winner page will be very simple this will be a picture of the winner the date and the Prize product
