Affilliate tracking software

There is plenty of affiliate tracking software currently available.
However I need a network developing.
This will mean that advertisers can login to the network and add new campaigns. Affiliates can then log into the network and pull these campaigns off to host on their own website. The network will track all impressions, clicks, sales etc.
Ideally somebody who is familiar with the affiliate industry is recommended for this project. So if you could let me know of any experiance that would be appreciated.

A couple of years ago now I had a couple of devlopers start this project. It was never tested and i'm not sure how far they got with it. Some developers may wish to start the project again and some would like to continue from where it was left off. Please advise in your bid which you would prefer to do. The current System was built in PHP.
