Wordpress Plugin

I have a customer that is an employment agency and they are looking to add the following features to their Wordpress based website. I want to use a plugin for this as it will be the easiest to add to the site.

The plugin must allow for the following:

1. The plugin must allow for a specific user ( a user from the Employment Agency) to create user accounts for their customers (as an example DHL and American Airlines) and add contractors details (as an example Joe Bloggs and John Doe)to the system
2. The fields required for the Customers account creation (as an example DHL and American Airlines) would be the Customer Name and Address, Contact Person, Email Address, User Name and Password
3. The fields required for the Contractors details (as an example Joe Bloggs and John Doe) would be the Contractors Name, Employee Number, 10 Fields to allow entering of contractors qualifications/credentials and the facility to upload a photo of the contractor and a PDF for some other information
4. The plugin will allow a specific user from the agency to assign a contractor to a specific customer. This is done by selecting a contractr then assigning them to a customer or more than one customer by selecting a tick box. This will mean that when a customer logs into the backend of wordpress they will only see contractors details that are assigned to them. So if joe Bloggs is currently working for DHL only DHL will be able to see his details.
