WordPress Expert Needed

I have an existing WordPress site. Currently there are 51 published pages and I am looking to eliminate majority of them. I would like the following accomplished:

Website Theme: Update Theme or layout to be more attractive to the eye.

Home Page:

1. I would like to have rotating banners/advertisements that I can update whenever I like.
2. I would like to have the ability to have 3-4 news/articles on the homepage that I can update at any time
3. I would like to have my company social media present on the home page ie: Facebook, Twitter, Join the mailing list

Navigation Bar: The navigation bar will consist of 8 categories with drobdowns

1. Home
2. Services: Custom Screen Printing, Embroidery, Graphic Design, Finishing Options, Contract Screen Printing. I will provide all the content and images for these areas
3. Techniques: The Hybrid Screen Print, Discharge Screen Printing, Eco Friendly Screen Printing, Oversize/Jumbo Screen Printing, All Over Screen Printing, Sublimation Printing. I will provide images and content for these sections

Free Quotes: This section is already developed and active on my site and nothing needs to be done.

Art Requirements: I will provide content, downloadable files, and images for this section

Portfolio: I need a plugin similar to http://www.spreadingink.com/jumbo-screen-prints-spreading-ink/
