Title:Website Database & Mapping Development

We run a reasonably successful website in the UK selling maps and database products to business customers. We are looking at the opportunity of adding a simple database and mapping tool to our website which visitors can use for free to find information about specific locations. Essentially we have a database of approximately 2 million locations in the UK with approximately 20 fields of information associated with each entry.
We also have a kml polygon file of around 10,000 areas across the UK which we would like to display in Google Maps/ Google Earth/ Bing Maps or whatever is the best solution. In overview the application should work as follows:
1. Visitors enter a location name
2. Application looks up the location in the database (if location cannot be found then ideally the application would present a list of closest matches)
3. Page displays all 20 fields of information relating to that location on the site page (including some information with hyperlinks).
4. As we have a grid reference/ lat lon for every location we also need an interactive map displayed showing the location of the place name with a marker and name. We also want the polygon that the location falls within to be extracted from the kml/ kmz file and displayed as a boundary on the map as well.
We need this building as an app that we can use on any one of our websites which are simple sites built in HTML. We have hosting options (Windows/ Linux) and have mySQL as a database. We can confirm other technical specs upon request.
Further detail, database samples and a simple visual for this project will be supplied once bidders have been qualified from initial response.
Initially we would like to hear from contractors who have demonstrable experience in the above areas, can illustrate how to overcome any technical barriers in the project and can estimate a budget/ timescale to deliver the above.
